At cluster level meetings, training is conducted through a resource team consisting of SSP staff and women's groups. The informal structure of training events allows for groups to weave in multiple issues and concerns. State officials, bankers, new groups all participate in these trainings and old groups participate in trainings.

The horizontal training process allows for peer exchanges on specific issues, while the presence of multiple actors serves to redefine the roles of the different actors. This lays the ground for the scaling up what would otherwise remain small isolated innovations. groups are ready for external credit and how much they should access. The repayment schedule for bankloans is determined by the cluster body. The cluster federation monitors the bank loans and their repayment.
